NOTE: From 1954 through 1965, leagues in Districts 7 and 8 in the Seattle area did not compete in the international tournament. Seattle officials decided to emphasize local competition, and instead organized a separate Greater Seattle Little League championships tournament. Typically, each of Seattle's two districts determined a winner, and these two teams then played a best-of-three series that determined a Greater Seattle champion. For 1964, West Seattle South was the District 7 champion, and North King County (Shoreline) was the District 8 champion.
Seven of Washington's nine districts participated in the international tournament. Six district champions competed in sectional playoffs prior to the state tournament, and the tournament's host district champion advanced directly to the state tournament.
