The top four teams advance to the semifinal round.
Ties are broken based on records in head-to-head competition among tied teams. If a clear winner cannot be determined from head-to-head results, the tie is broken by calculating the ratio of runs allowed to defensive innings played for all teams involved in the tie. The team with the lowest runs-per-defensive-inning ratio advances.
In the event of a tie involving three or more teams, once the initial tie is broken, the remaining tied teams are again compared on head-to-head record to determine if a clear winner can be identified. If no clear winner can be identified from head-to-head results among the remaining tied teams, the runs-per-defensive-inning ratio is again used. This process is repeated until all ties have been broken.

Wisconsin State Championship Game (Friday, July 25)
Burlington 9, East Madison 4 (TITLE)
Summary:
Ten different players shared the pitching duties for the Burlington Little League all-star team at the state tournament. Ten hit home runs. And, fittingly, the team averaged ten runs per game.
The end result could only be described as a perfect ten.
Burlington cruised to seven consecutive victories in the Wisconsin state tournament at Doepke Park in Rib Mountain, and defeated East Madison Little League, 9-4, in the championship game.
The win gave Burlington its fourth Wisconsin championship in the major baseball division in a five-year span, and advanced the league into the Great Lakes Region tournament in Indianapolis, Indiana.
Burlington trailed briefly in the championship game, when East Madison's leadoff hitter deposited the first pitch in the bottom of the first inning over the left field fence. Bur Burlington regrouped, scoring three times in the second and two in the third to pull away for the win.
Christian Brenner opened the scoring in the second with a two-run homer. and Luke Walesa later added a run-scoring single. In the third, Brenner drove in a run with a bases loaded groundout, and Dalton Damon followed with a single to center field that plated Collin DeGroot.
Burlington pitcher Trent Turzenski was in command after the early home run, surrendering just three more hits and striking out nine batters over five innings of work. The effort marked just the second time that a Burlington pitcher extended beyond 20 pitches in a single game at the state tournament, which called for the two finalists to play seven games in a seven-day span.
Turzenski also helped himself offensively, slamming a two-run homer -- his sixth of the tournament -- in the fifth inning, and adding a two-run single that scored Brandon Pum and Skyler Danielson in the sixth.
Burlington reached the championship game by winning all five of its pool games, then overwhelming Antigo Little League, 19-0 in four innings, in the semifinal round. Burlington collected 20 hits in the victory -- six different players had two or more hits, and three cleared the fences -- and a trio of pitchers combined to hold Antigo to a single hit. Burlington sent 15 batters to the plate as part of a ten-run second inning rally, and after Antigo was retired in order in the top of the third, Burlington added eight more runs after the first two hitters in the inning were retired.
Pum had a pair of run-scoring hits in the second inning, while Turzenski slammed a three-run homer and Damon followed two batters later by lining a two-run shot over the right field fence.
The onslaught continued in the third, when Burlington had eleven consecutive hits after the first two batters were retired. Ten were singles, and Luke Walesa belted a grand slam, as Burlington's lead ballooned from 11-0 to 19-0.
In the other semifinal round game, East Madison eliminated Whitefish Bay Little League, 7-2, and advanced to the state championship game for just the third time in the league's history. East Madison's prior appearances came during the league's 1983 and 1984 state championship seasons.
Burlington outscored its five pool opponents by a 45-17 margin, and opened tournament play with a pair of shutouts. In their first round matchup, Burlington slammed five home runs while rolling past Antigo, 12-0, and the next day, the District 6 champions dispatched Appleton Einstein Little League, 11-0. Burlington homered five times in the opener, with Turzenski and Danielson clearing the fences in the second inning before Tyler Stromenn, Turzenski, and Brenner all homered in a five-batter span in the sixth.
The next day, four Burlington pitchers combined on a three-hitter in the win over Appleton Einstein. The first four hitters in the Burlington batting order combined for a 9-for-14 afternoon, with seven runs scored and five runs batted in. DeGroot led the charge with three hits, including a third inning home run, while Tyler Swanson homered twice for the winners. Turzenski and Stromenn each had a pair of hits in the game.
Burlington extended its pool record to 3-0 the next day with a 6-3 victory over Rice Lake Little League. Rice Lake, which was appearing in the state tournament for the first time in the league's history, pushed across a run in the third inning on Riley Stromm's home run, but Burlington responded with five in the bottom of the frame. DeGroot and Turzenski each had run-scoring singles, then Joshua Edmundson capped the inning with a two-run homer. Danielson later added a solo home run with two outs in the bottom of the fifth inning. While Burlington's offense warmed to the task, collecting double-digit hits for the third straight game, seven different players pitched, and combined to strike out ten hitters while holding Rice Lake to three runs.
Burlington closed the tournament with a pair of one-run victories. First, the District 6 winners held off East Madison, 11-10, in a game that clinched a semifinal round berth, and in their final pool contest, Burlington edged Whitefish Bay, 5-4.
Burlington built a 10-3 lead through three innings against East Madison, with Turzenski's first inning home run and Swanson's two-run single in the second (a third run also scored on the play) helping to build the advantage. East Madison scored three times in the top of the fifth, and three more in the sixth, but Walesa's solo home run in the fifth gave Burlington the run that ultimately provided the margin of victory.
In the final pool contest, Turzenski's three-run homer and Damon's run-scoring single helped stake Burlington to a 4-2 lead, and after Whitefish Bay tied the score, Burlington moved in front for good on DeGroot's two out, two strike RBI single in the fourth.
Burlington's sweep at the state tournament also gave its core group of players a three-year sweep of Wisconsin titles, as Burlington won Wisconsin titles in the 9-10 year old age division in 2012, and in the 10-11 year old division in 2013. Tournament play for those age levels ends at the state tournament level, but in 2014, Burlington advanced to the Great Lakes Region tournament. The Wisconsin champions split their four pool contests, and advanced to the semifinal round before falling to eventual region champion New Albany (Indiana) Little League.
